Background and Basis of the Convention
The Maritime Labour Convention (MLC 2006) requires shipowners to provide safe and healthy living conditions for crew, including drinking water quality, sanitary facilities, and air quality. The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships requires vessels to maintain an Inventory of Hazardous Materials (IHM) for safe recycling.
The EU Ship Recycling Regulation also mandates IHM for ships calling at EU ports or flying EU flags.
Non-compliance may lead to crew complaints, port state detentions, and reputational damage.
